Adelaide McDevitt is an NPC in The Outer Worlds. NPCs are not able to be controlled by the player, but interacted with and are often a part of Quests within the game. Some will play a larger role than others, and some can even be recruited as Companions.

She is the leader of the deserters that are located on the Botanical Labs north from Edgewater. Players will meet Adelaide as part of the quest Comes Now the Power that must be completed to take off from Terra-2.
Adelaide abandoned Edgewater after Reed Tobson refused to provide medicine for her son, who died of the Plague that afflicts the town. Resentful and spiteful, she hates Edgewater and everyone in it, and wishes ill upon those who still live there.
If you investigate the vicinity, you will find Gold Teeth - ask around in Edgewater and then piece the notes together to discover these were taken from a grave in Edgewater Cemetery. Confronting her with this will yield the secret ingredient to her garden: The use of human corpses to fertilize. This will make some more sense come Endgame if you decide to side with her, but doing so will prevent you from earning the trophy for saving Edgewater.
