An Unfinished Accusation is one of the Main Quests in the Murder on Eridanos DLC for The Outer Worlds. Main Quests are those that must be completed in order to advance the main story and progress the game.
You've investigated two suspects in the case of Helen's death. You're making progress. If you believe you know the name of the murderer, speak to Administrator Ludovico and make your accusation. Otherwise, continue your investigation and look into any additional suspects.

Note that this quest becomes available once you've completed any two of the following quests:
Speak to Administrator Ludovico at the Penthouse Terminal and name the murderer. Depending on the quests you've completed and the choices you've made, there are several interesting conversation to be had here. Ultimately, the quest will end with a security breach at the Distillery where the administrator is and you are tasked with investigating, beginning the next quest Naked Hunch.

If you have Engineering at least at 105 (remember you can't count on your companions) you can get Lou to confess...
If you want to have evidence against lou, go to the abandoned rizzo's bunker lower level. There is a terminal in a room that you can hack to get the admins password then you can memorize it. Use that password in a terminal in the constable building in piraeus spaceport to access and recover some deleted files. You can use these as evidence when you turn in the result of your investigation at the end of this quest.
