The Early Retirement Welcome Center states that “...doesn’t just include workers on Terra-2, but those who live on the Groundbreaker or Hephaestus as well...”; so it must be presumed that some people live there, and indeed are Board members due to the Mining Corp’s sole discretion there - despite probably being extremely hazardous. I can only assume that, like Typhon and the others, a DLC planned for this planet was cancelled late into development. Here’s to the sequel actually allowing us to visit ALL the planets seen in the game!!!
