Higgins is an NPC in The Outer Worlds. NPCs are not able to be controlled by the player, but interacted with and are often a part of Quests within the game. Some will play a larger role than others, and some can even be recruited as Companions.

Higgins in The Outer Worlds

Higgins is a former engineer at the Emerald Vale Geothermal Power Plant. During the events of the automechanical takeover, Higgins was working on the piping, causing him to miss out on most of the chaos occurring just a few floors above him.  Higgins at first mistakes the player for a spectre, presumably because of his lack of human contact during his time spent trapped. It is not mentioned how long he has been trapped down in the pit, but he does mention that food from the vending machines lasted him several months, after which he resorted to cooking and eating Sprats.
