Huxley or "Hux, if you're lazy", is an NPC in The Outer Worlds. NPCs are not able to be controlled by the player, but interacted with and are often a part of Quests within the game. Some will play a larger role than others, and some can even be recruited as Companions.

As a runner for the Iconoclasts, Huxley got locked in a storage room in the ARMS building after a Raptidon attack.

You can fix a broken terminal that she uses to write her journals (it is in the building where you need to fix the vent on the roof of a building during the "Odd Jobbs" quest. It's the building you can enter to the right when you enter Amber Heights). It is only capable of storing four entries unless it is fixed. To fix it requires 55 in Hacking and grants you the XP for using the skill. Informing Huxley of having fixed it rewards you with 350 XP and Huxley comments on this, thanking you. I couldn't see any task or quest appearing in the quest list. And I couldn't get any quest from her before fixing the terminal either.

She disappears after The Negotiation quest. I wonder where she went.

She's also involved in Errors Unseen. If you talk to her at some point in the quest, she gives you the key to the backdoor she got from gambling with Chastity after some dialogue skill checks.
For folks asking where she goes after The Negotiation, she moves to stellar bay. She’s near the group of Iconoclasts near the gate, at the tinkering workbench near the porch they’re on.
