This quest is acquired automatically after gaining access to the landing pad in Stellar Bay in the base game. Upon boarding the Unreliable, ADA will mention an Aetherwave drama. Speak to her and watch the cutscene.
After the cutscene, you will be contacted by Administrator Ludovico and Sedrick Kincannon who task you with investigating the murder of Halcyon Helen.
This ends the quest and begins The Last Role of Halcyon Helen.
