Really good for early game stealth builds. Replace it with the Auntie Cleo Gold Riot Control Armor when it becomes available. Base level for that is 20 and an armor rating of 16. It would cost a fortune to tinker this level 1 armor to that level, and the Auntie Cleo variant retains the same Stealth bonus.

This is actually, amazingly, the best overall armor in the entire game. Allow me to explain.

Due to how tinkering works, this armor will maintain an equal armor rating with all other light armor throughout the game. It has bonuses to Stealth skills, which includes lockpicking. This will allow you to loot more stuff throughout the entire game, and since the level 80 lockpicking perk is pretty worthless, you can stop leveling lockpicking at 70 points with this armor and still have access to everything except level 100 locks, which are very, very rare.

It has all 4 mod slots, and you can acquire it by killing the guard in the cave about 2 minutes after you start the game.

Last, unlike the Rebuilt Mining Gear - which is statistically identical to this - it doesn't look like ass, and NPCs won't give you "marauder armor greetings" so you don't have to deal with those for the entire game.
