The Negotiator is a Unique Weapon in The Outer Worlds. Weapons are used to deal damage to Enemies. Each weapon has different attack values such as: damage, rate of fire, reload time, etc making them more or less useful depending on the situation.
A special variant of Joch's classic Bolter pistol, for those days when a meeting is running way too long.
Get up close, within hand-shaking distance, then begin "negotiating".

I did all of the missions for Sublight, but I never found this gun on my desk. I found some papers congratulating me on my VP position but that was about it. Did I do something wrong or did it just glitch?
Can someone explain how its DPS is higher than the Bolter 2.0 despite it firing slower and having a lower damage per shot? Is there a hidden effect?
