The Two Rogues is one of the Side Quests in The Outer Worlds, available with the Murder on Eridanos DLC. Side Quests are optional quests that players can choose to complete in order to obtain special rewards, XP, or reputation.
A spacer by the name of Dash Whitlock has asked for your help in retrieving a smuggled package of contraband. His crewmate knows more about it, but is currently in jail. The bulk of the legwork will have to be done by you.

The Two Rogues Walkthrough
This quest is acquired by speaking to Dash Whitlock in the Copper Bottom Cantina at Piraeus Spaceport on Eridanos.
You are tasked with retrieving Dash's smuggled cargo. The first step is to speak with his crewmate Cassidy Mills, who got herself arrested and is in the Constabulary, to the left from the Spaceport entrance. Speak to Dash some more to learn about a passphrase to earn Cassidy's trust.
Head to the Constabulary and speak with Cassidy. Give her the passphrase or pass the persuasion check (100), to proceed. She tells you that the package is at the shipping yard to the Southeast. Head to the shipping yard and follow the marker towards the cargo. After retrieving the cargo, return to Cassidy who tells you to deliver the package to Joseph Dempsy at the Eridanos Dry Good and Sundry which is just little ways Southwest from the Constabulary. You will need to convince him to bring you to the back of the store to complete the handover. You can pass any of the checks or you can speak to him regarding putting a hit out on you during your first visit to the Spaceport and say that he owes you for the inconvenience. He'll bring you to the back to complete the transaction.
Return to Dash to complete the quest in one of 3 ways: Give him 2,000 bits to break Cassidy out of jail, give half to complete while Cassidy remains imprisoned or keep all the bits to yourself.

There's no extra post-quest dialog with Cassidy after handing over the 2000 bits (which would enable her release from the cells); that's disappointing, as she'll have a few angry words for you if you only hand over half the bits (meaning she stays locked up).
Just before you enter the backroom to hand in the package to Dempsey, you can run to the constable to report the crime. You can still go back to Dempsey and grab the reward. 31.6k exp and 1,250 + 3,750 bits payout!
