Zora Blackwood is an NPC in The Outer Worlds. NPCs are not able to be controlled by the player, but interacted with and are often a part of Quests within the game. Some will play a larger role than others, and some can even be recruited as Companions.

Zora Blackwood is one of the two leaders of the Iconoclasts, based out of Amber Heights. She is known to be the backbone of the Iconoclasts, keeping the group together through thick or thin. If the player sides with MSI, they will be tasked with killing her. If the player earns her trust, they can instead convince her to make peace with MSI.

Absolutely no consistency to her character. Upset that I chose to get your dwindling forces a comms relay instead of food? Even though walking around your town shows me that you have operating taverns and numerous roasting spits? OK. Choosing to lead yourself, your movement, and everyone you know to their violent deaths because i made that "illogical" choice and you held a grudge? Yes, very logical. Sure showed me what logical thinking is. Incredible reasoning zora. No consistency to her character at all. The same character that urges you towards non-violence and de-escalation will lead her people to genocide over a grudge? Excellent job Obsidian.
