Attributes in The Outer Worlds are categorized as the basic stats of the player. During Character Creation, players are given the chance to modify and choose their desired attribute to specialize in by placing up to 6 attribute points to the various attributes offered. This page contains a full list of all the attributes in the game.

During Character Creation, you can only increase your attributes to Very High, however, if you consume items that boost your Attributes to Maximum. Conversely, you can only decrease your Attributes to Below Average, and with various debuffs, it can fall to Minimum.

How do Attributes Work?

Each attribute has a value or tier that can be modified: Below Average, Average, Good, High, and Very High. Each tier or level modifies the attribute by increasing the percentage of the effect of the attribute. Just be careful in choosing a Below Average level, you may gain extra points from modifying an attribute to Below Average but choosing to do so comes with a penalty.

I kinda wish you could gain attributes as you go like perks. It'd probably be the least common of the level up benefits (Maybe one every 5 levels?) but the opportunity to tune your growth and take extra negatives as you experience the game and know what you do and don't need would be neat.
