Felix in The Outer Worlds is a Companion that can follow you around on your journey with Quests and objectives of their own. They also have their own Abilities and Skills, Perks, and Alignment. Decisions you make when they are with you may cause them to leave if they disapprove of it, or make comments positively or negatively depending on what you do.
Felix in The Outer Worlds
Felix grew up in the Back Bays of Groundbreaker. He was a "Stowaway" as he was an unemployed orphan. He eventually got a job but it ended abruptly when he attacked his foreman with a tossball stick.
Felix is a rebel and prefers to hit things first and ask questions later. He was entangled with a man who is now claiming to be preparing to lead a revolution, and you'll be asked to take Felix to visit this friend and help him through the information he is given. The quest is called Friendship's Due.
How to Recruit Felix
Felix can be recruited at the docks in Groundbreaker, after you have talked to Udom Bedford and your ship is no longer impounded in Passage to Anywhere. Simply approach him and talk and he will offer to join. You can let him read you his credentials and perform an interview.
Felix Perks and Ability
- Felix's Ability: Dropkick (Felix charges his target, leaps into the air and slams into the target with both feet.)

- Bonus Support Persuade: +10 Persuade
- Bootlickers!: +20 Damage to Cowering Enemies
- Rebellion: +20 Damage to Corporate Military
- Self Governed: +50% Post armor damage to Corporate Military. (finish the companion quest to unlock.)
- This.Is.Tossball! (Only available with Peril on Gorgon DLC): +50% Tossball Weapon Damage
- Antagonistic Fury (Only available with Peril on Gorgon DLC): +Up 20% Negative Faction Damage
Companions in The Outer Worlds add one quarter of their adjusted Skill values to yours (rounded down). Additionally, if you have 60 Skill Point into Inspiration this number will be doubled to half their adjusted skill value. If you bring two companions that share the same Skills you will gain boosts from both of them, allowing you to get some Skills very very high.

Felix Endings
Good Ending - Skip the Hope to Terra 2 and Complete Felix's quest.
Life in Halcyon was sobering for Felix Millstone. The grand revolution he'd dreamed of never came. There was no great awakening for the colony, no celebrations in the streets. There was only the hard, desperate work of trying to repair a broken colony.
Felix never had a head for numbers, but if there was labor to be done, he was there to help. Eventually, Felix realized that the work of a revolution was done with two hands.
Bad Ending - Skip the Hope to Tartarus and Complete Felix's quest.
As the Board reasserted control over Halcyon, Felix came to realize that his life as an upstart rebel had come to an end. The Board's victory crushed any hope for a grand revolution across Halcyon, and so Felix once again found himself without a purpose in life.
And so, disillusioned with his former boss and with nowhere left to go, Felix left his crew without saying goodbye. He was never heard from again.

Felix is bugged, he is not gaining bonuses to persuade for having +dialog armor. Tested everyone else and they all get bonuses from armor but not him.

Self- Governed effect is increased damage you deal when fighting corporate enemies ( Post armor damage dealt +50%)
You can give your companions a total of 6 perks, but there's a 7th one they get once you complete their particular quests. In Felix's case it's SELF-GOVERNED (still don't know what it does, since I respecd my character and it was lost). If you don't like it you can even respec your character and give them 7 new perks.
