Mr. Ouch in The Outer Worlds is a Melee Weapon Mod. Mr. Ouch increases the damage dealt from a power attack. Melee Weapon Mods primary Mod type for a Melee Weapon such as a 1-Handed Melee Weapon or a 2-Handed Melee Weapon is Attack but there is also Grip. This enhances certain aspects of your melee attack in one form or another.
This mod makes a melee weapon have a more inertia without increasing its weight. It's best not to think about that.

Correction it adds 20% POWER attach damage,not just pure dmg. It makes your power attacks stronger
